I have an PB170 that I use all the time. I used SCSI to upload some infor. There were problems then more problems. (I think I didn't properly use "SCSI termination") At one point I uploaded all my important files to my G3 desktop. Eventually, the system died and the ? came up. Although I did insert disk tools and the information was still there....
Later I went to Apple web site and got system 7.1. Much fussing. Inserting disks in and out. But it wouldn't load up right until I intialized the hard disk and cleaned all the info off. Not sure how this will help you out.
