I'm not familiar with "Empower," but I have had to delete "At Ease" a few times. You might try booting with extensions off - on the assumption that would temporarily disable Empower. If that works, go into the System Folder and trash every Empower-related control panel, extension and preference file. Then look around the system folder and hard drive for the Empower software and trash that too. Then shut down completely and reboot. Worth a try, right?
