I am only guessing, but... I think your problem is in the configuration of
the browser.  If the modem gets a signal, and an alert message or warning
message comes on that your browser cannot locate a certain URL (no matter
what the URL is and assuming the URL is good), the browser is
misconfigured.  I use Netscape and if I wrongly configured the browser by
putting in a wrong server, I will get such an alert message.  If a message
does not come up, check the Modem or TCP/IP or Remote Access control
panels as the case may be.  Good luck.
