I had what I think is a similar problem. First the scenario: very long story, but here is the short version. I had two 1400s that wouldn't recognize the presence of the PCMCIA 56 K modem. Swapped a whole bunch of parts to test.... nada. Got frustrated and bought a third that worked OK. Verified that the three modems I had really did work. Played around with the first two doing something else. Then noticed they now worked recognizing the modem.
Big question, what was it that made the modems recognizable?? Only two things that come to mind. The last time I swapped the card cages, maybe I seated them better. Easy to check, just put one finger tip in the card slot and push down. I also reset the PRAM from the keyboard, versus the reset switch on the back. Maybe someone could confirm this works for them.
