BTI makes an external charger (doesn't power the PB) into which you can place the removed battery for charging. Mine can do 2 at once, but it is for the 1400, which uses a different battery. I had one years ago that did a single battery for my old 230 Duo. My present one discharges the battery completely first to eliminate "Memory Set" and then charges fully. I don't remember if the Duo's did the same. I don't have their URL, but maybe someone else can send you to someplace that stocks them.
A charge as low as yours shows is a good indication of a bad battery. The shelf life for PB batteries is not very good. They need to be exercised or they self destruct. I've got several PB battery doorstops (deep sea fishing weights?) for that very reason. I've found that almost every time you buy a used PB, you need to buy a new battery. Used usually means that they weren't needed for a while and weren't exercised.
