It sounds like the limitations proposed will be flexible enough to fit the eventualities, but the kind of arrangement I had vaguely in mind was not constant monitoring, but rather a proviso that "postings over x per day [or whatever formula was decided upon] are subject to rejection," followed by a discretionary posting-too-much warning sent to an individual who seemed to be turning into a list-hog, which could then be backed up by turning on rejection mechanism aimed at that particular person which would automatically restrict his/her postings in the future.
