Hi, 
Yes, attaching any external SCSI device (even an empty
CD-Rom) and powering it up allows the internal HDD to
boot (independent of the OS). We (small group of Mac
users) tried a variety of work-arounds, incl. going
back to 7.6 (because of the specific 3400 enabler that
comes with the original SW). 
The internal HDD is the original 1.3 Gig IDE. Using
Norton, TechToolPro, etc. we erased the accumulated
drivers but the problem persists.
The next idea is to try another internal HDD. Any
ideas welcome. I searched 437 entries on alltheweb.com
for "powerbook 3400 troubleshooting" and opened at
least one third of them.
