No. the ROM in a 3400 (and all macs prior to the B&W G3's) is really just that, a read only memory chip, not alterable at all.

The HDD updater alters things in the boot sector(s) of the HDD, and perhaps something in the PRAM.

PRAM can be reset by booting up while holding down the command-option-p-r keys.

In severe cases the PRAM batteries need to be removed overnight.
