I would hazard a guess that something in the keyboard ribbon connector is wonky. I saw similar symptoms in a Duo 2300 that I was able to fix be replacing the robbon connector.
I have booted from an external keyboard with the internal removed, and also booted with a replacement keyboard. Same failure. I'm afraid it's the mob.
