i have a duo 270 that has a modem and it is all setup with all my internet configs and it tells me that another program is using my modem. i turned of appletalk and it still seems to act up.

What program tells you that another program is using the modem? What are you doing when you get this message?
What internet configs are you talking about?
Are you using AOL? A terminal program like Zterm? FreePPP? OT/PPP? What software are you using to connect to the Internet?
AppleTalk doesn't typically stop up the modem (though it does frequently stop up the modem/printer port). What is it that makes you think that it's AppleTalk causing the problem?
FWIW, the modem on the 2x0 series is an Express Modem, and you need special software to make it work correctly... You need the Express Modem control panel, for one thing...
