Actually, even the processors were the same, just labeled differently. 
I have this opinion because I decided to overclock and underclock both
my 540 and 520 using a variable frequency oscillator from Mac Upgrade
Specialists.  I found that _both_ CPUs had the same lowest frequency (50
MHz) and the same highest frequency (94 MHz).

This means, at least to me, that anyone with a 520 can effectively (and
safely) have a 540 as far as speed is concerned, as long as they are
willing to replace the plastic oscillator on the daughter board.
