Certainly anything with an '040 would be a good choice.
The 540c has a nice display (probably better than the 190cs) and has a good PPC upgrade path. The 500 series have a trackpad, but it's not tappable (how the heck do you spell that word, anyway - is it one "p" or two?) (without the help of 3rd party software, anyway). The 500 series does have built-in ethernet, but you have to use an AAUI to whatever-type-network-you-have transceiver.
The 190/cs has built-in PC card slots bypassing the need for the expensive PC Card module for the 500 series. Also, it's got a nice tappable trackpad. And batteries are a dime-a-dozen. Although the 190 and 5300 share a similar form factor and several parts, the main logic board and PMU board are completely different beasts. To upgrade to a 5300, you might as well just buy a whole 5300!
The biggest advantage of the 190 is the IDE hard disk, on the other hand. IDE disks are large, cheap, and plentiful.
The 280c would have to be my pick, though. I just love those Duos! ;-) The RAM ceiling is fairly high there, and the upgrade path is similar to that of the 190 (upgrade to a 2300 motherboard).
Other than the 190, I was never a fan of any of the 100 series PowerBooks...
