No, mouse is connected BEFORE start-up.
What sort of surface are you running your mouse on?? If the ball isn't getting enough traction that would slow it down.
Also, I'm not sure, but I seem to recall one batch of ADB mice where the ball was very light weight and those always gave me fits.
