I was not running any executables at all, just using WebStar to serve basic web pages and email. it worked great for what I wanted. I do have one word of advice. Turn everything off that may cause lag on these older machines. Turn off the default indexing under OS 9, and don't run a screen saver for example. My 1400 just didn't have enough juice to run my Matrix screen saver and serve pages.

Just use the Energy Saver screen saver that's part of the OS. This will reduce the heat somewhat and extend the life of the backlight too.
