no startup chime ..hmmm...do you get the sad mac icon?
Startup from floppy will be automatic...try a disk tools floppy

Press C to startup from CDROM
1 mb L2 cache will be about 1/3 to 1/2 the cost of a low end G3
you don't need it if you can stand the  lack of speed which it imparts
