Actually, on most PCC machines, the following is the best way to force a 
startup from CD:

SHIFT+OPTION+COMMAND+DELETE

Some folks call this the "DOCS" maneuver; I think of "Start Over CD."

At any rate, this always works on a PCC machine, while the C-key method 
may not always hold true.
