I've used just about every single version of Netscape, both on OS7/8/9 and OSX, and haven't had these problems.

May I suggest that you go into your address book in v4.06 and do an export (if that option is there!) to an .LDIF file. The .LDIF file can then be imported into a newer version.

The actual address book should reside in the pab.na2 file in the System Folder/Preferences/Netscape Users/Your Name and either in that immediate hierarchy or in the Mail folder, which can also be imported into a newer version of Netscape.

This has been a real problem with Netscape. I have lost all my addresses
and bookmarks about seven times over the years.
You did not mention what OS you are using.
