Actually, it's a one-step workflow, and it uses the New Mail Message
action from Mail.app.
If there were Automator actions for PowerMail, we could build a new
workflow to do this, but short of that, you might be able to create a
one-step workflow that used Run AppleScript and then write a very clever
AppleScript to handle this.
And if you do all that, please post it here, as I'd love to use it.
Alternatively, if CTM were to release some Automator Actions for PowerMail....
