Ok, here is what I had to do to get my message base back. Powermail Salvage showed 4 incomplete messages.
Trying to import the message database after recovering all but the 4 incomplete messages would only result in Powermail unexpectedly quitting almost immediately. I checked the disk with Norton Utilities and there were the same number of errors in the allocation map as the number of incomplete messages. I had to backup the entire disk then reformat the drive, reinstall the system and everything else, then Powermail would import the salvaged message database.
