So you can't even do a low-level rebuild?

Can the same database be opened by a different user? If so, I'd say that
the problem is not in the database, but in something else. Not the
preferences, it seems, but try moving out some of the other files in the
PowerMail Files folder (User P{refs, Setup Database).
