This behavior is actually one of the weakest points in PowerMail. Especially when on road in hotels with flaky phone lines it happens often that a mail doesn't get through. What PowerMail doesn't do though is to simply try again next time I do a "send and receive all" which I consider a major design flaw.
Happened to me a couple of times that I just didn't notice and forgot to manually cause the outgoing messages to be (actually) sent next time I was online. And (you may want to try this): The only way I got reliable behavior was to set the failed outgoing messages to draft and then simply send them again. It's a bit sad that an email application like PowerMail that otherwise has many brilliant qualities and features is so weak when it comes to actually sending emails.
