CTMdev has documented the changes of -every- upgrade.
Here is the excerpt of the PowerMail 4.0 release notes - July 30th 2002

So this information was documented by CTM and made public on July 30 2002.
Hence my suggestion to you to upgrade.

This doesn't work in an environment where the 'outside world' is
constantly changing and, due to one monopolist, cannot confirm to its own
standards.
