I like the idea of the toolbar sticking into place if it's in its own
separate window. DragThing has a similar behavior to the sides and
corners of the screen, and AFAIK all Adobe apps' palettes "snap to" each
other. Nice for us visual-neatnik types. :)

I would welcome a vertical toolbar option, whether or not it's connected. 

Another way to integrate it into the mail browser window would be to make
it like the Finder windows' toolbars - discloseable or hideable via the
clear oval gumdrop thingy-whatever-it's-called on the right. The toolbar
buttons probably wouldn't take up the whole space for most people's
arrangement, but it could be filled with other things... like the "View
only..." dialog, for instance. Can this be done keeping backwards
compatibility to the OS 9 version? < might be the question (via a
disclosure triangle? just slightly different).

I think these are even available to carbon apps... maybe not as full-
featured. I find drawers clunky.
