This sounds like the problems I have if I try to send from behind a firewall. The firewall at Apple doesn't let SMTP socket connections complete. So, If I forget to change locations, I'm forced to cancel a send in progress. This leaves the e-mail that I was sending marked as 'waiting' but never being sent until I change the state. I can go and set the state to waiting, then it will send the message. Something strange is going on, but it hasn't been all that much of a hassle, so I haven't persued it.
