I think we are zoning in on the problem and thus then a possible working solution.
"it is trying to send while downloading" - I am SURE that here lies the problem, as you say that you are not cancelling outgoing emails (which could also cause a hickup). One messages get stuck in the waiting status, you know that everything after this will get stuck too. The next step would be to find out at which point EXACTLY this outbox gets stuck. It must be something with the in-out-flow of data which collides and ends-up in a ridge and thus creates this nirwana waiting status. You say you have this "set already" (see lowest quotes) - but HOW have you set it?
