Palo Verde provides the following response: For all outages, Palo Verde provides drinking water at the Containment Building egress area via a foot pedal operated water fountain. Workers are required to remove their hard hats, survey their mouths with a frisker staged for this purpose. If no contamination is detected they are allowed to drink. This area is under continuous surveillance by RP personnel station at this control point. for other situations, sealed bottles of water are allowed to be brought into the RCA and/or CA for hydration purposes. In these instances a change of gloves or outer glove removal is performed and the entire contents of the bottle are consumed. All empty bottles are removed from the RCA and surveyed thru a tool monitor.
Palo Verde's position is that under some circumstances, limited drinking may be permitted inside the RCA to mitigate heat stress provided contamination controls and monitoring appropriate for the contamination levels present are performed. PVNGS has over 25 years of operational experience providing drinking water for Containment Building personnel and the historical record shows that the chance of ingesting a small quantity of radioactive material from this practice is minuscule; however, the adverse health effects of heat stress and heat exhaustion justify this practice.
