Sooner or later (hopefully sonner) Debian will also get uptodate hal/dbus packages so I would agree to not put too much effort into the older (k)powersave packages. Well at least for 0.10.19 the ToDo/TODO file is missing in the tarball. I guess the ToDo file is not put in the tarball as it doesn't use the standard autotools naming (TODO). So you either have to add the file to EXTRA_DIST or better rename it into TODO.
