Don't know if this is any use but when I click on the PS dock icon Classic
will start up and PS will launch but I have no menu items or palettes, and
PS will not work.

For this reason I start Classic first (I have a dock icon of the Chooser; I
click on that to launch Classic) and then start PS. It's slightly less
convenient but I've never been able to launch Classic and PS by clicking on
the PS dock icon as you should be able to.

Have you checked that you can start Classic from the Classic Startup pane of
System Preferences?

P.S. This has been a problem for me from 10.1 thru 10.1.5.
