Not necessarily. It means however that most Quark users (including those
that work in Quark 5 who hasn't figured out beyond doubt how the settings
work) that the screen preview, and possibly proof prints which are dependent
on application colour management, won't be accurate.
They really need to be stupid to change the actual CMYK output. But of
course supplying RGB to unknown Quark jockeys running Quark versions 4 and 3
is similar to the monkey with a loaded gun (actually make it an UZI with the
safety off).
