I think part of the problem is Photoshop raises false expectations by
providing a half baked preview. When you centre the image, Photoshop centres
it, as far as I can tell, inside the predefined printer margins for the
chosen paper size in the driver dialog box. But because the printer settings
aren't visible in the dialog box, you expect the image to centre on the page
- quite a logical expectation, IMO.

What you have to do to *fool* Photoshop is to go to Print with Preview, then
to the printer driver, define a setting with no margins, save it as a custom
setting, choose it, come back into Print with Preview and then Photoshop
will recentre the image inside the page.

What Photoshop *should* do and doesn't is to show the preview inside
predefined margins. Then it would be a useful *preview* of the image as it's
going to be printed and not expect the user to compensate the preview with
invisible margins. I've seen some very cheap programmes show the printer
margins but Photoshop is very lacking in some basic functionality. What it
should have and doesn't is a checkbox for Show Printer Margins and it should
be selected by default.

Also, when you enter Print with Preview, the image should be shown to be
centred within the printer defined margins BUT the Center Image checkbox
should NOT be selected, so that you can simply pick it up and move it. When
you select the checkbox, the image should centre automatically and only
then. As it is, you have to *unlock* it every time you want to move it,
which is very often if you are printing small images on A4 photo paper.
