In the menu of the OS X CD installer is an option to run drive setup. When I upgrade drives now I use the popular "Carbon Copy Cloner" utility to clone my existing drive to the new drive (temporarily installed in a portable Firewire case), then move the new drive inside the mac (and reuse the old drive in the FW case).
I don't have a firewire case knocking around at the moment so I'll be looking for an alternative solution.
