IDE drives "park" their heads when powered down, which is a good start for
shipping.  Check out the level of packaging that a factory packed drive has,
and work from there (always seemed OTT to me, but big firms do not
deliberately overspend on packaging - so they must have some research...).

I have seen plenty of doa (dead on arrival) disks, when shipped new, can't
recall loosing one that was working due to transit.  Not if that is luck or
a reflection of manufacturers quality control :-)
