The answer is generally, yes. You can make similar changes using Curves, but at the extremes Stephen Marsh's comments over the similarity to USM come into play - the effect of haloes can be a giveaway to over exuberant use of this new tool. But, used with care it is far easier to achieve success than with Curves, and a small haloing (if that is a word!) can actually achieve a perceived sharpening.
