The PS online help says the following:

The number on the left represents the amount of memory that is currently
being used by the program to display all open images. The number on the
right represents the total amount of RAM available for processing
images.

It also states that problems should only occur when the left side figure
gets bigger then the right side one. 
As to the problem why it uses 900 mb to display a 25mb file I have no
idea either...
