Most of the sharpening plug-in's out there use a sub-varient of existing Photoshop algorithms anyway. Every picture needs its own sharpening and blurring routine to make it look right as an optical illusion. As a subject of study, be prepared to put in the time. There is no magic bullet for this one, the 'knowledge' is already there inside Photoshop waiting to be dug out. I digress as usual.
