1) Talk to the Printer - not the Client. Printers are after all the ones reproducing the work and should have some idea how to set the parameters for their presses.
2) If you can avoid doing the conversion yourself - do. If you get the printer to do it and they get it wrong - it is their fault!!!!!!
3) Use Photoshop's CMYK preview as you work with the file - it will give you the best idea of how colours will reproduce
4) If your client won't let you talk to the printer - offer them a transparency (at extra cost) so you know that what leaves you is accurate, so again it will be up to the printer to ensure the best quality.
I know this sounds like passing the buck, but it is done with the best intention - getting the people who know the most to do the thing they are best at.
