For what it's worth, I have experienced exactly the same issue as you. The profiled 7600 with matt black gave very accurate colours but not rich blacks on the Hahnemuhle Photo Rag. I sent the test image to Neil Barstow who confirmed that it was a very good profile/rendition but he suggested that a GOOD RIP is the most likely way to get the absolute optimum out of the printer, paper, ink combination. Maybe this would help with the black but I'm not sure myself. Sometimes you just get a 'feeling' (artist speak!) that certain paper/ink combos are going to have their limitations!
I've heard that other people have experienced exactly the same as us, so we're not the only ones in the boat :-)
