The IR spectral properties do make quite a difference.

Some time ago I was involved in research into vision systems for
incorporating into cars, to improve the view in fog/rain. We found that
depending on cameras used the brightness of fabrics bore little resemblance
to how your eyes perceived it. Some bright clothing that you might wear to
be more visible when walking at night was almost black with IR (not very
helpful :-)  ... the good bit was I got to drive round a Jag with a full
military type head up display fitted.

The IR sensitivity effect has also led to a market for IR filters that allow
you to "see through clothes" with cameras
