Hi Callan,
I am presuming you are looking at a RAW file, hence the environment you find yourself in is Adobe Camera Raw. The default tool is the Zoom tool, and if you have scaled the preview up, holding the Spacebar will automatically give you the Hand tool to scroll around the enlarged image. I see nothing clumsy or untoward in this procedure. Once the file has been processed you are then within Photoshop's main program and the navigator is once again available if that is the way you choose to move around within the image.
