Whilst you are in Camera RAW, the answer is 'No', however this was not available in earlier versions of ACR, the Navigator is within the main program, the more facilities you give to ACR the slower it will become. Using Cmd + 0 (zero) you can jump to fitting the window, and then lasso the area you wish to zoom to. Generally you will be looking at edges for Chromatic aberration adjustments and possibly for certain sharpness assessments, and so the lasso zoom is probably adequate.
Once back in the Photoshop CS main program area you will have all that you came to expect in PS7, plus a bit!
