I'm sure that you are correct but practical experience seems to show that a
RAW file with a wb from camera (person, white bg with a value of 240+) has
cleaner whites than the same shot without a camera wb. Both processed in
capture. 
The non wb file exhibits a yellow tinge in the areas just before the white
is clipped which I found difficult to neutralise in capture. In the wb file
the yellow was, of course, not there and further colour correction in
capture was achieved easily.

If I understand you correctly the 2 files should be identical when in
capture if the raw file is indeed raw. My point is that the wb alters the
raw file & carries that wb into capture, in this case for the better.
