But they are good enough for what they are being shot: newspapers.

It seems to me, everyone wants to eat their cake and to pay as little as
possible for it! For example, I was approached a while back to see if the
files wired by news photographers can be upped so that they can print A4
with bleed. At the time, I said no. The compression applied before wiring
was just too much. The only alternative seemed to be to shoot with less
compression, make a copy for wiring but I don't think that workflow was
acceptable.

Now there is software for cleaning up JPEG artifacting and also Photoshop CS
can do a better job of upsizing but still not enough for a wired JPEG for
cover quality. 

If someone is really desperate to use a wired JPEG for a cover, I suppose
they could print it on a laserjet or inkjet and then scan it at a high
enough resolution to give them the pixels they need. Then, it would be "good
enough" for a cover page! <g>
