I think this is always going to be a 2 stage operation - download then
rename.
I use ACDSee for renaming, but in PS CS open the File Browser, then use
Automate>Batch Rename. For your example, the settings would be AE + Four
figure number + _London + Extension, Start at 0123. It's always best to use
the underscore rather than a space in file names.
