The problem is although you have applied raw settings to one file, because you haven't applied them to the other 299, the CR dialog box has to open - you can't open a raw file in Photoshop unless it has raw settings already applied to it. The solution is to select all the files that haven't had the settings applied and then apply the settings from the one that you have processed. This can be done from the file browser menu or the contextual menu. Having applied raw settings to your unprocessed files, when you record the action, hold down the shift key as you open the raw file. That should suppress the CR dialog. I haven't tested the above steps but they should work.
