I do think this a bit strong - the File Browser is extremely powerful, and is a major filip to workflow for digital smudgers, and a downside is simply that once that element of the workflow has been accomplished, you can get the ultimate performance from the rest of Photoshop's many tools, by closing its window. Photoshop CS can almost be considered three programs, Adobe Camera RAW, File Browser, and Photoshop itself (four, if you want to be pedantic and include ImageReady!)
With each new incarnation of the program, the introductions of the previous have been taken a few steps further, and sometimes there some slowdowns, due to the added features, but Photoshop CS added 16-bit functionality throughout which meant necessarily more to process, and let's face it photographers pleaded for more 16-bit functions.
I have no doubt that once the first CS version left as a finished product, engineers probably crawled all over the code to see what could be done to speed everything back up, (that is after giving everyone a well-earned fortnight's rest - in the Adobe Funny Farm!)
I have only ever been disappointed by one version of Photoshop and that was 5.5, and I feel sure that when Adobe give you CS1 or CS v9 or whatever, some of the niggles will be sorted, and you'll be using some new widget.
