As I understand, It is lossless in most instances, but the start of this thread was to come up with a way in Photoshop to strip all EXIF data including portions that normally can't be edited. The solution seems to be to open the file, then copy the image and paste into a new document and save. That saves the image without any EXIF data in the new file. Since you're reprocessing the image its not going to be lossless when a lossy compression is involved.
