I'm reading the post I didn't opened before, so, that's for the late reply.
From my experience PS play an average error calculation of 5 levels...
And more, did you thought to play the histogram update from the dedicated palette? This makes an huge difference in the histogram even if any change had been performed to the file. I still wonder why.
After you have set the blending mode to difference, why not flatten the whole stuff, invert and play the levels with the alt key, them you'll see where the difference lies, whether it's randomly distributed or not. (only for viewing purpose).
