Basically, we just need to list your translation in the LANGUAGES
variable at the top of:

   http://svn.red-bean.com/repos/producingoss/trunk/Makefile

Before doing that, though, we need to ensure that your translation
actually builds.  Some translators have written XML documents before
and can test the build themselves (see the README), but not all can.

If you can test it, could you do so and let me know the results?  If
you can't, that's fine too, it just means I'll do it as soon as I get
a chance.  (For Potrtuguese translations, it may be necessary to use
"pt" instead of "pt-br" and/or "pt-pt".  I haven't tested that yet.)

As Manuel Barkhau mentioned, everything needs to be in UTF-8, the
files need to be valid XML, and the id tags should stay unchanged (in
English).
