I don't think it makes a difference whether you think it is Bush or the Bush Administration that is behind the actions and words of Bush. Sure, maybe he's not clever enough to come up with all these things himself, but he certainly isn't retarded; he knows perfectly well what he's doing and why it's being done, and he is 100% behind it.
