Yep. 

The average length of unemployment is at an all-time high since records have 
been kept,  40 weeks.  

Everyone takes low-paying gigs to get by, why shouldn't they make people take 
low-paying jobs after 26 weeks?   There are plenty of low-paying jobs out 
there, just not over-paying jobs.
